In recent surveys preformed by The White House Office of National Drug Control Policy (ONDCP), 19,046 or 32.2% of Maryland’s 51,215 drug and alcohol abusers admitted themselves into treatment for heroin. Not including the 11,698 state residents who admitted themselves into treatment for either opiates or more than one drug. Studies also show that 117,000 or 2.6% of Maryland’s citizens reported needing but not receiving treatment fort illicit drug and alcohol use in the past year. Surveys indicate that at the time of the survey 1.2% of high school seniors had tried heroin in the past 12 months. Heroin is abused throughout Maryland, but is centered in and around the city of Baltimore, where high-purity heroin is readily available. Baltimore is home to higher numbers of heroin addicts and heroin-related crime than almost any other city in the nation and these problems tend to spill over into adjoining counties where many heroin distributors maintain residences. The enormous demand for heroin in the Baltimore metropolitan area led to an increase in the drug's abuse among teens and young adults, who routinely drive into the city to obtain heroin for themselves and other local abusers. In the Baltimore metropolitan area, heroin is sold almost exclusively by street name and packaged in gelatin capsules.
