According to studies performed by the Office of Applied Studies, National Survey on Drug Use and Health, 2003 and 2004, the total number of people ages 12 and older in the state of Delaware who used marijuana in the past year is 78,000. Of the 78,000, 12,000 were between the ages of 12 and 17. 29,000 past year marijuana users were of ages 18 to 25 and 36,000 were 26 and older. Total use of marijuana in the past month, according to the same survey, by people ages 12 and older is 46,000. 6,000 were ages 12 to 17, 19,000 were 18-25 and 20,000 were age 26 or older.
Marijuana use in Delaware was made legal on July 1, 2011, but only is allowed if a physician certifies in writing that the person has a specific debilitating medical condition and that it would benefit them to use marijuana. The patient must send a copy of the written certification to the State Department of Health and Social Services and from there the Department will issue the ID card once all the information is verified. The patient must also be in compliance with the law, however, it does not permit the patient or caregivers to grow marijuana in their home and can only be purchased at compassion centers, be 18 years old and older, only allowed 3-ounces in a 14 day period and be registered at only one compassion center.
